Does anyone happen to have a lead and/or link to these hooded rocker drop outs found on the Sklar Super Something frames?

Can’t help with a source for those specific dropouts.
But maybe a workaround could be to use the seatstay and chainstay plugs available from PMW.
They should fit all their flat plate dropouts.
Adam designed those and had them custom made just for the Super Something. They don’t exist as a standalone. He might have some extras or protos at his workshop that he’d be willing to let go now that he’s moved away for this design.
