It would have to be machined down from a larger diameter tube with quite a thick wall. Would be time consuming and expensive to make one This is what Paragon do and the extra work in volved is represented in the price. 50% more than their straight steerers. And that’s using CNC which relatively easy work. They do ship internationally. Otherwise in the EU Sour sell their steel Party Fork with a tapered steerer. I believe they’re actually manufactured in Germany to so maybe you can reach out to see if they’d sell you a steerer on it’s own.

Otherwise you could just keep using 1-1/8" steerer tubes with a reducing crown race. A straight steerer with appropriate wall thickness will be plenty strong enough for any kind of riding. Tapered is really only needed for Alu and Carbon. This is what a lot of larger entry-mid level manufacturers do. Cane Creek sell their races as a standalone product, BAA0009S for steel (40-series) and BAA0463A for alu (110-series).

I will ship one to Ukraine, but I have no idea what the shipping cost will be.

I can ship one from Portugal…
