Setting up PMW UDH flatmount dropout using their fixture

Hi, I’m hopping to get some help with setting up the PMW UDH/flatmount integrated dropout (DR2075) using the PMW fixutre the offer (FT1162). I have the dropout set up in an indexer dummy axle and the 0 offset bushing. When everything is mounted up I can tell the flats on the bottom of the dropout are not in plane. Looking at the description on the webpage they specify that the chainstay center must be 3.5mm above axle center which I can wrap my head around but they also state " * Put a straight edge on the flat and position it 13 mm +/- 3 mm below bottom bracket center". That is the part I’m having a hard time wrapping my head around when it comes to fixturing this all up. When everything is set up in the indexer dummy I can tell the back of the hoods don’t like up and the right side UDH side bottom is angle up 10-15 deg or so. Any insight on this?

I tried to call PMW and no answer and sent a message off their website but it’s Friday evening so doubtful anyone will reply. Any insight would be great. Thanks!!
